Qualifications
FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying complex civilian recruitment and placement and classification concepts, practices, regulations, precedents and procedures; 2) Directing managers on the use of special recruiting authorities (e.g., veterans, direct hire) and strategies; 3)Collaborating with management officials to write and review position descriptions 4) Providing advisory, guidance, and training to managers and command personnel on the hiring process; 5)Use of electronic personnel databases, systems and reports 6)Assessing organizational needs regarding succession planning and recruitment.

Specialized experience must demonstrate the following: 1) Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; 2) Experience using a variety of recruiting authorities; 3) Collaborating with management officials to write and review position descriptions, providing advisory and guidance to managers and command personnel on the hiring process; and 4) Using electronic personnel databases, systems and reports. GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience.
GS-09:
Successful completion of a master's or equivalent graduate degree
